Trends in Scale Development Related to AI-Based Learning in Japanese Elementary and High Schools Using a Classification of Four Essential Components of AI Competencies for Students

The purpose of this study is to summarize previous research accumulated from 2021
to 2025 and provide an overview of measures related to AI-based learning in Japanese
elementary, junior high, and high schools. AI-based learning was classified based on
UNESCO’s four essential components of AI learning (1. Human-centered thinking, 2.
AI ethics, 3. AI technology and applications, and 4. AI system design). This study
found no previous research on AI system design in elementary schools. Furthermore,
AI ethics practices were implemented from the fifth grade onward. No measures for AIbased
learning were available in either elementary, junior high, or high schools. The
study highlights the need for AI ethics classes in the lower grades, AI-based selfassessment
scales for students, and AI teaching materials. Furthermore, the results
suggest the need for deeper discussion on the use of human-centered AI.
